Samuel Moulton is a litigation associate for West Mermis PLLC. He represents businesses and professionals in construction and commercial litigation across Texas, providing legal advice and counsel to members of the construction industry and assisting on complex construction disputes. Sam brings a pragmatic, courtroom-tested approach informed by first-chair trial experience and several million dollars in negotiated settlements.
Before joining West Mermis, Sam managed large Houston-based dockets of personal injury, maritime, and employment matters, evaluating compliance with safety standards and advising clients on risks related to employer practices and retaliation claims. Earlier, he served as an Assistant District Attorney in Fort Bend County—experience he now applies to advocating for private-sector clients in high-stakes civil disputes.
Sam earned his J.D. from Emory University School of Law, where he served as Diversity, Equity & Inclusion Editor for the Emory Bankruptcy Developments Journal. He also holds an M.A. in Philosophy from the University of Chicago and graduated cum laude from Tulane University. In his personal time, Sam enjoys exploring Houston’s food scene and spending time on the golf course.
